Like shown in photo #1, gather your ingredients. Then place water, sugar, and salt in a saucepan to bring to a boil.
Be sure to continue to stir so the sugar dissolves.Heat up and bring to a boil for 2-3 minutes.Remove from heat.Let cool for 15 minutes before adding in cocoa.
